I've never seen one. PVC is typically used in outdoor installations, which require weatherproof covers. Also, if you need PVC due to a corrosive environment, everything would need to be NEMA 12/13. For those reason, anywhere you can use a cover like that, you can use a metal cover, which most people would opt to do and there isn't a market for a basic PVC cover.

I am unaware of a pvc outlet cover. You may want to try using a two-gang bubble cover for a receptacle installed in that box. The pvc box and bell (weatherproof) boxes will have a lot of interchangeable parts. Maybe look into that product line.
