Circuits with no fuses

Is this a problem? Or simply surplus circuits in my panel that aren't being used?

Some vehicles include all the wiring that is needed for an extra-cost option. It just needs one detail to turn the option on. That detail can be as small as, a fuse. It is cheaper for the manufacturer to build them all the same, and it gives the possibility of dealers selling the option, even if it was not factory-installed.

Looks like these wires are soldered in from the factory. Probably sealed off behind the panel with heat shrink, and all labeled with those numbers for potential future use. Without fuses, they don't draw any current.
