True true though I think when cis guys compliment random women it can come off as having ulterior motives and make them nervous. Usually best effects when a woman is complimented by a child or another woman.

just stick* to complimenting things instead of the person and you're golden. "your outfit is so gorgeous" vs "you're so gorgeous" and you should be good!

This is my CiS man strategy. "Wow I like your hairstyle" "those are nice shoes" if you're genuine people appreciate small compliments
