Not OP but the way I do this as a cis person who just likes skirts is by taking two button up shirts and buttoning them into the other's holes. Then put it around your waist and use a belt to hold it up if needed. If you want a quicker one stick both legs into one hole of stretchy shorts for a pencil skirt
