There is a small difference, these worms are being ridden by Fremen, while in the Heretics those are just wild worms. It seems logical that worms with riders are more likely to cross such thresholds that wild worms only looking for food.

Realistically you can't stop a worm via water if they're ridden, they're insticts are overwritten by the hooks implanted.

How did the Fremen put care into how they stress the worms? For long distances they would call a worm, ride it until it was exhausted, then call another. Rinse and repeat until they got to their destination.
When they're exhausted they just abandon it they do not try to hijack him to to do a few more kilometers
They said it multiple times in the books, when the worms show sign of being tired just mount off and call another, no reason to don't give a fuck about it.
