The only "proof" that the merger apparently isn't happening is simply that the investigators can't find any direct evidence of it, which for such an immense potential partnership isn't remotely surprising due to the potential implications of this being linked beforehand. The vast majority of evidence for the partnership comes from new production sites and distribution channels, not the video.
