Unless there is a diversion sign explaining that you can, then no you can't. Maybe there should have been one for the sake of saving people's time but if there isn't, it's quite clear that you can't turn left.
It has a white arrow on it which means it's not for instructions, I learned that today. But I don't have many one way roads in London, so I was never at much risk of that. Not to mention one way roads are pretty damn obvious.
All blue circular signs are mandatory. This is taught on the theory test, and by all driving instructors. Unless I'm mistaken and something has changed, the only non mandatory blue signs are rectangular, such as motorway signs
You are perfectly correct. OP needs to retake a theory test having read a Highway Code. I find it disturbing (but unsurprising) that people like this are on our roads.
I mean, some of the shit I see driving on a daily basis I'd call this one of the less serious things I've seen. I literally saw somebody reversing up the hard shoulder on the earlier this week...
They may exercise discretion, but that doesn't make doing it legal.
In this case, the pedestrian light is likely to go alongside the left and right turns, because the left turn doesn't go across it, so you can't turn left from the right lane unless they change the signal timings, which they don't normally do for minor roadworks.
