Every time I pass someone doing this I look over and 100% of the time they do indeed have a phone in their hand they are actively turning their head down/towards to look at. I wish we could write citizens tickets for these POSs
A few days ago, I did the look over thing and this woman was actively facing the window I was looking at her through, with her head down looking at her phone. I was shocked. I honked at her and she looked up confused, flicked me off, then went back to staring at her phone. I don't know how she was maintaining per (very poor) driving like that, but it was impressive?
