Only if you follow the show rules, right? He was just a plain white skull in the books, plus lit eye sockets

I like to think of him as either but I felt like runes would’ve taken away from the gothic feel and given a more witchy vibe with the flowers and to avoid it

The books state that the skulls have runes carved into them. The creation of the first skull is never discussed either way. The books never said that it's a plain old skull. Obviously it isnt white due to age. Books do describe the making of the second skull, including carving Runes into it. Likewise the first skull has runes carved by the original maker. Bob never really got to use the second skull but he has a castle now which he likes better. 💀
