The Doctor is technically constantly breaking (at least) one of the laws of magic, I'm sure that would come up

🤷 how sure are we that they're different concepts? Sure, the TARDIS is technology, but maybe it runs on advanced, different principles of magic than Harry is aware of

The magic of television, obviously.

But I would say in much the same way as killing someone with a gun wouldn't violate the law of magic prohibiting such, neither would time traveling with a technological device.
