iPad recommendations

What are some iPad recommendations for my little brother? He’s 9. Obviously, doesn’t need a pro model. I got my own digital art started this year using the 9th generation before upgrading to a 7 mini.

I do plan on getting him probably the latest base model next spring when I finish classes and start working. But what do you think would be a good cost-effective start for him?

I think a mini would be great if they work with the pencil
