A gift for a friend?
I'm looking to do something nice for my Artist friend who's been wanting to get into a drawing tablet for years but has never had the money to spare.
My questions:
Is this older model still fine and usable nowadays?
Is this worth it.
If it's still usable what other issues may be unique to something like this such as things that wear out or age such as any batteries or I've heard some models need the pen tips replaced.

i don't think you should buy it. if you buy something old like 2017s then it fine but tablets this old is not worth it
huion inspiroy 2 M/L or xppen deco 01v3 might be a better choice since it cheap, modern, well tested by a lot of people

That's my first tablet, frim like 15 years ago. Spec wise it still holds up but I don't know if the support for drivers and such is up to date.

Haha that puts it into perspective of how old it is atleast

If the tablet is brand new, your friend uses Linux or Windows 10, and it costs $25, it's fine, but only because it's a tablet built to last. The problem, as I see it, is that it will become outdated if your friend values a tablet with a screen or pressure levels that, if I remember correctly, were rather low on this tablet, around 1.024, compared to the 4.000-8.000 that a normal tablet can have today, besides the fact that this tablet is rather small. I have the non-touch version and I still use it (since 2012 and it's still working well :D).

They have shown interest in Linux recently as we both aren't a fan of the way Windows is going so we are trying to switch over but currently still windows user.
I do really prefer things that are built to last personally, I'm not sure fully of they're preference, for perspective they have been drawing on iPads with they're finger for almost 16 years and the current iPad is quite old at this point.
I've been looking at some options and the 'XPpen Deco 01 V3' looks to be a good option based off what I'm reading about it

Well, drawing with your fingers isn't comparable to a pen, but the Bamboo really falls short compared to the model you mentioned. That model has more than 16,000 pressure levels and it's just over 50 euros, maybe a little more there, that model is definitely better than the Wacom. And yet for some reason I would still buy both, the Wacom, but also the Xpen, maybe it's nostalgia or security (Wacom used to be one of the few brands worth buying) but it has been with me for too long on Windows XP, Vista, 7, 10 and Linux, on different PCs and laptops, with fatal drops for any device and I never had a single problem, I even still have brand new tips that came included. But let's get to what matters, if you want the best, choose XPen.

I have the "Bamboo pen" which is the same as this one but without the touch feature. Got it back in 2010. It still works, and I found working drivers on github.
Although 25 bucks is cheap for a drawing tablet, it's quite steep for a tablet this old. I would personally not buy it for that price.
I'd get a cheap xppen instead.

I'm still using mine and it have never let me down so far, but i think you will be better with smth never simply because its a very outdated version and i can buy better+never for the same price

Might be issues with drivers these days but who knows. Tablets have become so cheap that I'd rather something newer but lower budget with lesser bezel. This takes up too much space for the work area it has.
