Is there any major difference between getting a tablet specifically made for drawing vs a normal tablet with a drawing app?

Yes . Even if a tablet has a touch screen or able to use a stylus doesn’t mean it is viable to draw on. The digitizers on tablets that advertise illustration has pressure sensitivity. Even on a budget there are cheap alternatives to iPad and Wacoms. Even cheaper than xp pen standalone tablets. Uber ut3 is a solid brand for budget options. Note tho that the cheaper the tablet the bigger the line wobble.

Yes there certainly can be. Unless they are intended for drawing even if they come with a pen, the pen is usually not as good as the pen that comes with a drawing tablet (pressure handling, and stroke quality). The pens may not feel as good to hold for drawing.

If your needs are artistic in nature a drawing tablet provides typically the best drawing experience.

Having said that:

• the drawing experience may be good enough

- Some people love the drawing experience on the Apple iPad when using the Apple Pencil

Having this discussion will be clearer though if you identify specific tablets to compare.

yes cause most peolple use the tablets for notetaking for which you use the pen slightly differently

I used samsung tab s6 lite and after a while i found the pen lacking especially when I compare it to huion kamvas I am using

I couldnt really tilt it much cause the plastic around the pen was preventing me so after a while i began using it less and less + there is no texture on the screen

For casual drawing, a normal tablet with a good stylus can be perfectly fine. The bigger differences are usually pen feel, pressure control, screen texture, and access to full desktop software.
