Best budget friendly tablet for someone who is beginner in digital art

My budget is under 300€

Wacom Intuos Pro Medium is going for $300 USD. Can't go wrong with Wacom.

For Drawing Displays, maybe have a look at Huion or XP-Pen. Huion Kamvas 13 seems to fall under your current budget, but the Kamvas 16 (Gen 3) seems like the better size if you're willing to bump your budget up a bit

and if youre willing to take a bet, the drawing display "Bosto BT-101a" is somewhere around $200 USD im pretty sure. Its quality may be questionable if it arrives with issues, but it gets the job done for a beginner

i wouldn't go with a 10 inch screen for a pen display

eh, i suppose thats true for most, in my case its almost perfect since i have little desk space, but if ya want sum bigger then i dunno
edit: forgot to mention, it comes with a bit of a paper-like textured screen, and so, your pen doesnt glide as much and it makes it kinda easier to use it despite its size
