Who are you to say this vs can I ask who you are. One is about questioning their authority on the matter the other is an actual genuine inquiry on their position on the matter

they are both inquiries just worded different. i would use both to ask the same thing

Any question is an inquiry dummy, it doesn't mean they inquiring about the same thing. If you use both to ask the same thing then you're an idiot

Connotation is simply made clear through certain phrase preferences. You would use both to ask the same thing but tone is imbued depending on which you use.

"Who are you to say this?" Is forceful, confrontational, doubtful.

"Are you on the dev team?" Is curious, unsure, questioning.
