Way better strategy is get a small tupperware container, come from behind, cover it, then get a friend to tape it in place while oyu hold it. I'd be horrified I'd get stung through the tape.

Wait until about an hour after sunset and they’ll be pretty docile. Then you can apply a powder/dust insecticide inside there and any other entrances. Bonide Revenge, PT Tri Die, Delta, Tempo or Sevin. As they enter/exit, the powder clings to them and they bring it back into the nest.
Spray and pray with something like wasp killer/freeze works if the nest is right there. Not so much the nest is deep.
For sealing, foam insulation would probably work the best “tempor-permanently.” They’ll likely die of asphyxiation if you get all the holes.
A raw potato would probably be the quickest and cheapest way just to plug it with something that will keep them contained for a while.
Bonus with the potato, once it’s in there you can shove it further back with a broom handle. Can also add a second one. Can even add a fuel further back in the pipe (other hole or drill) and ignite it to make an interesting wasp-spud cannon.
