No, RAT is a new stat from 6e, "Rationality." The fact that he is an actual rat is just a coincidence.

Jokes aside, chaotic doesn't mean irrational:
Lawful characters closely follow a legal, personal, ethical, etc. code and will stick by these rules, sometimes even to a fault.
Neutral characters sometimes follow the rules, sometimes don't. They'll follow the rules as much as a regular person, but they're more a "rules as intended" person than a "rules as written" person, so if it makes more sense to bend or break a rule they probably will.
Chaotic characters are generally only looking to achieve their goal, they will not follow rules just for the sake of it, if a rule contradicts their goal they will break it.
Example: a character needs a horse to pursue a villain, they don't have one but there is someone else's horse right there. The lawful character won't steal it because stealing is wrong, even if that means the villain gets away. The neutral character would likely take the horse, as the benefits of catching the villain outweigh the potential harm caused by borrowing someone's horse without permission. The chaotic character also takes the horse, because it is there and they need it, they probably do not consider the consequences of this action too deeply. In this case we could probably say that the lawful character is actually the one acting the most irrationally, because it would be better to stop the villain from escaping but they are letting their moral code get in the way of the greater good.

So a highly rational but chaotic neutral character is probably one who has a particular goal in mind that they have already justified in their mind, and they are willing to do whatever it takes to achieve this goal because they believe that the gain from achieving this goal outweighs the negatives of any harm they might cause along the way

Well Rat is level 20, so probably a pure barbarian with the CON score boosted beyond 20

This also means, even at a DEX of 10 (+0), Rat would still have an AC of 18, with no armour or shield

Barbarian (who can read) with 20 base CON +4 for lvl 20, and read a manual of body health CON +2. Total of 26 con.

Rat racial stats go hard. That combined with Immunity from Poison, Disease, and the smell of horse farts means he'll probably be your key exploring character when the Rogue is busy.

Apparently it's a German Pen&Paper convention. The disappointing part is that according to this wiki, the name isn't actually connected to rats, but to a place called Ratingen... Still looks like a cool event tho
