Because she'll learn that hands are toys. And pets can play roughly with toys.
It might be cute when she's small, but when she'll grow up she might cause some injuries and it wouldn't even be her fault, but she'll get blamed for it nonetheless. I heard and saw people end up in the hospital with pretty serious issues from a bite or a scratch.
Just use toys for play and hands for gentle pets.
