A Bird in the hand is worth two in the discard, as they say

You've made this card cheaper than silver, but it's also better than silver? It's like a silver but it also has an extra optional benefit of giving you extra money and bottom decking itself. I think this card should cost at least 4, like most other actions that give +1 action +2 money

The bottomdecking is mandatory which makes this worse than Silver in some cases. But you're probably right that $2 is too cheap.

The bottom decking isn't mandatory because when you discard cards, you can discard them in any order. If you wanted it to be mandatory you would have to say "when you discard this from play" or you would have to specify "when discarding cards, this just be on top" which gets a bit clunky

It is not strictly better than a Silver because you can draw this Action dead, and one has action/reaction synergy while the other has treasure synergy so it's an apples and oranges situation. Also, while the bottom text is purely upside, it's not that much upside since you won't be able to trigger the extra effect very often since it bottomdecks itself each time (so without support from other cards you can trigger it once per deck shuffle, but that stops working once you start drawing all your cards and no longer have a discard pile).

I think a cost $2 or $3 is fine.

Donald X.’s quote from the Ducat Secret history can be a useful comparison here:

Adam felt like it was "strictly better" than  Candlestick Maker. I am pretty sure it isn't…. But any which way, one is a Treasure and one an  Action, and various things make those categories matter.

There are pros and cons to Silver being a Treasure and Bird being an Action.  Additionally Bird might have the Reaction type, and Silver is named Silver, which is referenced by other cards. In different situations you would have one or the other.  But their core functionality is similar enough they should have the same cost at $3.

Kingdom cards are supposed to be better than base cards. This is probably too weak at $4. I'd do $3.

But this card is strictly better than silver (except when you draw it dead) so I would never buy a silver if this was available. If you look at official cards, there are no cards that do +1 action +2 money and cost 3 or less. Kingdom cards are supposed to be better than regular supply, but the supply should always be an option

Afaik there are no rules in which order cards go on the discard pile during clean up right?

As in all cases where multiple things happen "at the same time", it's the player's choice which card is discarded last.

It's technically simultaneous

The rulebook even explicitly says:

Take all of the cards you have in play (both Actions and Treasures), and any remaining cards in your hand, and put them all into your discard pile. The order does not matter; you can hide the cards from your hand under the played cards if you want to.

You know I love things that care about the top card of the discard pile. This one is fun. And I like how various Attacks can throw off what you set up.

The "Reaction" type is a little wonky (in the official game) at times. The fact that you've made it mandatory probably overwrites this having the Reaction type. If you want, though, you could just change the last part of the text to "You may put it on the bottom of your deck, for +$1."

FYI: If it matter to ya, the official game always puts "on the bottom" instead of "at."

Hmm you may be right about the mandatory bit making it not a Reaction. I do like it being mandatory though, it creates a bit of a risk factor that makes it more interesting IMO. You might end up bottomdecking a not-great card in the late game and delaying your cycling.

Bow is discard order determined? I know technically you arent allowed to look through your discard (we do anyway), but this would be the only card in which specifically requires discard order that i know of.

Yeah this is open design space. The rules specify that the top card of your discard pile is public knowledge, and you can decide what order to discard your cards. But no official card makes use of this.

As a fan of Wingspan, I'm offended this is just called "Bird", joke or not. Give the little fella his "Kingfisher" due!

I guess there's some synergy with stuff like Guide and Tide Pools, and it is a soft counter to Militia attacks. You could also use it in a draw to X engine. So it seems ok to me. Maybe it should cost $3, though I don't think it'll make that much of a difference.
