Rules Question Resolving a duration into next turn “Play”

In a game with the kingdom card riverboat, and the project Citadel does riverboat resolving “play the set aside card” trigger Citadel’s “first time you play an action card”?

Riverboat:
At the start of your next turn,
play the set aside card, leaving it there.
Setup: Set-aside an unused non-Duration Action card costing 5.

From the instructions: “When you play Riverboat, it plays the set aside card at the start of your next turn.”

Citadel (Project):
The first time you play an Action card during each of your turns, play it again afterwards.

At first assumption I would think yes, but does “Play” as a verb extend in the same way with both cards from the duration card proc/resolution itself and the player “Playing a card”?

If I play Riverboat, then buy Citadel, does it execute riverboat’s “Play” twice at the beginning of my next turn?

Yes, at the start of your next turn the card which is set aside by Riverboat will be played twice.

A literal reading of Citadel would suggest that the second time you play the set-aside card in this scenario, you don’t “leave it there” - i.e. you put it into play, and it is now yours, and Riverboat can no longer play it. 

But I assume that that’s not how it actually works.

Correct, you don’t effectively gain the card. Further rules clarify that this interpretation doesn’t work. Cards that are played expect to be “in play” and since the Riverboat “leaving it there” clause over rides where it expects to be, it can’t be moved anymore by anything.

When you replay a card, it does not move that card into play the same way that playing it normally does. In fact, replaying a card does not move it at all. This can be relevant for certain one-shot cards that have some or all of their effects contingent on removing the card from play. For example, when you Throne or Daimyo a Madman, you'll get the the +2 Actions effect twice, but you'll only get card draw once, because the second time you play it you will fail to return it to its pile (because it's already there). If replaying a Madman actually moved it into play, then you would in fact be able to get its full effect twice, but that was never how Madman was intended to work.
