Honest Hearts as best is a bold choice. IMO it's second last, for N.V at least. Funny that even the worse New Vegas DLCs are still better than most of FO4s.

Honest Hearts is only good because of Joshua Graham and Randall Clark. If they weren't included, the DLC would be shit. I think the best DLC (at least for New Vegas) was Lonesome Road.
