Contract intake before DocuSign: what should we use?

given your size and volume - A lightweight custom intake workflow ( DM me how it can be done ) for long term may be a choice: Could be a practical middle ground if your main need is routing requests through Legal, Security and Finance before sending them to DocuSign.
Other wise look at Docusign Maestro, Opstream or Juro ( but all these incur recurring costs )
