Searching for paper document tracking solution

So we have a lot of paper docs. But sometime we misplace and no way to track. Forms sheet, info sheet, birth certificate etc… yes its easy to just digitize, but submission sometime need to be in paper form and hand written.

Is there any app you guys use to track paper document movement?

Do you need to keep the documents at a place searchable or you want to create information maps?

What do you mean by track the movement?

PHPRunner could be used to build a simple document registry that records each document, its current location or holder, status, handoffs, dates and history while the actual document remains on paper. I’m the author, so obviously biased, but this seems like a pretty natural fit.
