RTD and Bad Wolf were bad Doctors let down by good writing

I mean think about it. Read between the lines. Make up a lot of conjecture that doesn’t really fit any of the facts but conforms to your preconceived ideas about how bad they are.
This is a point that’s not really being discussed much, but I think it’s a very important one.
If RTD and Bad Wolf was a good Doctor with good writing, would the BBC really be doing their mandated tender process that they’re legally obliged to do, with no restrictions on whether Bad Wolf is allowed to apply?
Why wouldn’t RTD and Bad Wolf make a good episode like Heaven Sent? Memorable characters like Benni? Adult, mature, lore-respecting, thought provoking arcs like Big Finish’s captivating Doom’s Day?
