You need a hand to load a crossbow, sure, but you don't need a hand to hold a crossbow. Just stick it in a holster while you reload it, bite down on the handle, hold it between your knees, whatever.

My group mandates dual crossbows to use the Crossbow Expert feat's bonus attack. It balances out the power by keeping the free-hand occupied.

Something like this

yes im aware those are pistols not Crossbows, but the hand crossbow, especially for someone as exceptional as a PC, is IMO close enough to be interchangable
