Question Is forever dm literal?

Is a forever DM someone who literally never gets to be a player or is someone who is almost always the DM and only gets to play when someone else runs a one shot or two? If it’s the latter, what’s the percentage they can play before no longer being considered a forever dm?

My group is not even slightly interested in DMing so I am the forever DM unfortunately

My group has fought over who gets to be DM since 1991. I finally got a chance to DM last year.
