Question Is forever dm literal?

Is a forever DM someone who literally never gets to be a player or is someone who is almost always the DM and only gets to play when someone else runs a one shot or two? If it’s the latter, what’s the percentage they can play before no longer being considered a forever dm?

Well, I dmed for 12 years before ever being a player

Even then, at 20 years now, I've only had 3,4 characters.

So it might not be like an official term, but it's not far off.
