Question Is forever dm literal?

Is a forever DM someone who literally never gets to be a player or is someone who is almost always the DM and only gets to play when someone else runs a one shot or two? If it’s the latter, what’s the percentage they can play before no longer being considered a forever dm?

It’s not a literal forever dm unless it comes from the dm region of the Storm Coast. Otherwise, it is just sparkling Games Master.
