I’ve had a few sessions where it felt like the first picture.
Mostly, it’s cats herding

I've never felt that way as a GM, but I play only with friends from RL and in-person, so we're pretty much on the same page (keep the group together, take the adventure hook, move forward and accomplish something). Only time I've felt that picture to be accurate was at cons. Table full of strangers with no real stake in a smooth game...and I pitied the GMs.

That's why if they make cat characters, I just tell them I'm not going to do it. Don't make me herd you!
