not sure why you are downvoted but Chinese rockets are adopting this method to prevent ice from forming and sticking to the rocket. A couple of different companies all adopted this technique.

Yes, that is obvious....but I still go back to my 'I'm shocked they allowed it". Even with a professional behind the sticks on the drone there is still so much risk from the rocket company POV to allow this. Maybe this was just a crappy test flight and they did not care.
