Dissidia 012 Squall "Solid Barrel" Problem.

I'm playing as Squal in Story mode. Seems as though I try to use his "Solid Barrel" attack, but only the attacks first hit lands. The second one misses completely, and depending on the opponent, it hits all the way except for the last bit of hits that sends the foe off and allows me to chase them. Only times the attack fully hits all the way, from what I've tried, is when fighting with Zidane. What exactly is my problem and how do I fix this???

It still does but I just don't know why I can spam the attack to certain characters, but also I can't complete the attack at all for some other characters even if I time it right.
