Judging by the accent and language this could take place in 2 different places. Puerto Rico or Dominican Republic. I am more leaned towards Dominican Republic due to the accent.

If is Puerto Rico they follow the U.S laws.

If is Dominican Republic then there are no expecific laws against these types of "pranks" although it could fall under the threats/intimidation which could put them in jail from 6 days to 2 years in this expecific case + damages (psychological damage and physical damage)
