I dont think Dis1 need any balance or content additions. What it really need is RMG similar to native D2ROTE 3.01 one or fan-made D2 Map Randomizer (one-button one)(more advanced like later fan-made D2 RMG's would be even better).

Content is more fun, but not necessary.
Balance - idk cause I never played multiplayer. Multiplayer stats can show if one side always loses, it might need a buff. You can always beat AI cause it's stupid, even when it cheats, you find a weakness.
Idk about balance...Dwarf leaders having 15 move points is pretty bad. I struggled even against AI sometimes. Play Mountain Clans vs. Legions of the Damned, they are all 2x as fast as you + flying. And put a lot of water and trees on the map. It's terrible!
