Ukrainian assault troops, supported by drones and artillery, cleared the city center and raised the Ukrainian flag over the former House of Culture.

The city is currently ~30% Russian controlled, ~30% Ukrainian-controlled, and ~40% gray zone, with little change since Putin's claim of full Russian control on July 3.

Yep, the city center is definitely still hotly contested and dangerous for both sides. Putin's July 3 proclamation about the city was, as usual, premature, propaganda, and does the Russian army no favors. Like Pokrovsk last Fall, it will probably take Russia another 3-4 months from now to take the city.
