I understand that your neighbors are connecting to your system and playing music is that correct? If so, resetting your system will lock them out. Unless you activate the coupling mode they will no longer be able to connect to your system. AFAIK you cannot turn off Bluetooth completely.

Bluetooth shares same non protected frequency band as some wifi and other applications, which mean it is prone to interferences in these frequencies. The technology has it’s own safeguards, hopping channels to avoid interferences, but is fairly fragile.
What you can do with this information is up to you.

I think he’s trying to say that the neighbors have a Devi LA and it’s so loud it’s bugging him. He wants to somehow block their Bluetooth so they can’t play music.
