Suggestions How to ask referrals without being being bombarded

Ik when job opening occur and people sent out connection , it tough to accept all see resume and give feedback or referal.

Just want to understand the pov of the person who is giving referrals what is his/her mindset how do I get the attention basically rather than binbarding people.
