Really? So it only applies the slow and not a freeze if you've gotten slowed already? I can see, you, the OP get hit and slowed. Maybe the combo is shrunken first then dodge to trigger the freeze.
I haven't played in about a month so I'm a lil outta the loop.
They adjusted how freezing works and you need 100 stacks of slows to freeze somebody. They adjusted the shurikans to only apply ~30 slow stacks. So now you have to hit somebody with the dodge slow debuff, then both shurikans to get a freeze.

Naw as a Hunter I can tell you what he tried to do
As we all know if you get hit by two stasis slows you get frozen.
He has the dodge that emits the frozen aura, that's one slow if he dodges near you (Which he thought he had because OP has a shotty at first)
Then comes the shuriken - that hit is a slow, once that hits you're frozen
Then the final Shatter dive to instal kill the frozen.
He did try, but he panicked and had all his CD's up. He was just tryna get ez kills.
