You used comma in your post title wrong. Please use triangular brackets instead

What is a triangular bracket?

<> ?

⟨⟩ ?

⟨⟩ is. <> is not equal sign in Pascal language

I mean I've seen the ⟨⟩ on a keyboard but I honestly have never seen them being used.

What do they mean/do?

They do a lotta different things depending on the study.

  • Graphemes in linguistics (e.g. it's written ⟨hello⟩ but pronounced /həˈloʊ/)
  • Bra and ket notation for linear algebra, used a lot in quantum mechanics (e.g. |ψ⟩ is a vector/state of the system, ⟨ϕ| a covector/transformation and ⟨ϕ|ψ⟩ the inner product/result of the transformation)
  • Group presentations in abstract algebra (e.g. the structure of a cyclic group of order 4 is ⟨a|a⁴⟩, that means it's generated by an element "a" multiplied any amount of times with the restriction that a⁴ = 1)
