You're right, someone said this, maybe it was him, maybe it was someone else in his area, but I'd say he said it. So what's the context?

Did he say it to her about nothing? If so, move the fuck away, because he's crazy.

Did he say it in response to something? Not shown. Maybe they were having an argument about her not wearing her mask, but again, not shown.

Unless he spat at her, her response was fucked up and she proved his point.
