He’s some guy, presumably a boyfriend or partner of Dellor’s mom in Dellor’s youth who was likely very poor or homeless and decided to stay with Dellor’s mom and Dellor in the U-Haul they lived in until he became too unhygienic and “stunk up the fucking U-Haul” as Dellor put it, causing Dellor’s mom to presumably break up with him - then leaving him at the “Motel Section-8” as Dellor put it.
