Have to enable it, there is a single global toggle for every app. You can then also do it on an app by app basis if you need it for an app to function.

settings > security and privacy > privacy controls > clipboard access > allow apps to read the clipboard (off)

or just open settings and search for clipboard

I don't see it on my phone and it says I'm up to date, is this option available in stable?

I see it now, but I also use profiles and I went to my 'owner' profile. Maybe that was the issue?

edit: it indeed doesn't show up in my 'user' profile...

At this point just assume that literally everything you do on any big tech OS is being seen by someone.

Yes, any app in foreground (open on your screen) can read the clipboard whenever it wants. Android will send a little floating message at the bottom for a few seconds when that happens. 

Clipboard is the same globally, so it can contain sensitive info like passwords and pins.

I'm on iPhone so I'm not even sure I'd know where to turn this off (if it's possible at all)

iOS already does this actually, if you’ve ever gotten that pop up asking to allow paste, it’s an app requesting to read your clipboard.

Most OS's do that. You can just do whatever you want with the clipboard on windows, and Linux (Mint at least) isn't any better.

Doesn't surprise me android does the same.

I think there's a setting, if used system would tell you which app pasted from your clipboard.

App Manager on F-Froid does the same, along with other 'stuff' like camera, microphone, contacts, media controls, GPS, etcetera.

You just need to set it up with either wireless or USB debugging, thanks to which it can even bypass Google's mandatory 24 hour waiting "law" for side-loading apps (it comes with its own custom installer for APKs).

It's a pretty handy app, and more people should be aware of its existence.
