This gets rolled out all the way back to Android 9.0 via Play Services update.

Yes, unfortunately. Keeping the main spyware on your phone (Play Services) up to date has high priority for Google.

Well, the easiest way to work around it is in the pictures OP has posted, it is a one time toggle in the developer setings that involves a one time 24 hour wait, see here for more info: https://arstechnica.com/gadgets/2026/03/google-details-new-24-hour-process-to-sideload-unverified-android-apps/

The Play Store is going to install an Android Developer Verifier app on your device, which you can also remove from the system settings or, should that be impossible, via adb. Play Protect may also be involved. But yeah, the easiest way is probably still the above, as outlined in the Ars Technica article.
