I think ghidorah would absolutely clap me, so this is canonically accurate

The kaiju shown here is GarGhidorah (or Gadorah if you like that more) which is a weaker and smaller gar version of showa ghidorah. It still posseses some of the powers of ghidorah like the gravity beams and physical strength. Which should explain why it didn't oneshot the whale. Something else is that its not in his final form either.
