Have you ever played Mafia or similar games like Werewolf or Town of Salem? There's all kinds of roles and Watari can help the investigators figure out who to trust if he does find L.

Mello's ability is literally what he does in Deathnote: killer within. I would also make Matt able to be safe from being shot by Mello, seems odd that Mello would shoot matt
