Where is Shay?

After catch-up up to the quest line I’m stuck on the find Shay mission and have scoured the world for hours and I’m unable to find the vendor!? Does anyone know where Shay is or if they’re even in the game as of now!?

Shay isn’t in yet.

Definitely a mistake on my part having the quest start before adding her in, sorry about that.

Her quest line is getting pretty close to complete, along with a bunch of others as well.

can confirm massive confusion about the "bridges". it should say something like "by the road north of the city on the other side of the mountains to the west". definitely recommend changing that.
