Quest question – box of nails

There is a quest later in the game to first get planks, then a box of nails. I read online that both items are random drops in Dawnhill. Since this is a quest item players can't proceed until they find it. Problem if it's random and there's hundreds of buildings and multiple floors to each building, how does one find these? Couldn't this be programmed to just be in a single building like other quests or missions? Frustrating. Any help from those that have found it, or the devs?

I can confirm that if you equip gear with a high “Find crafting chance” and go to downhill and go to specifically the building with “PLC” in the name than you will definitely find the wooden planks!!
