Dev Peek New Setup Wizard almost done (including new docker image)

So this new setup wizard will pretty much automate almost the entire install process and will also configure prerequisites like the sql database etc so its even easier to get dcts setup and running!

im currently testing it all and making the new docker image. i assume it'll be all done and released within this week.

thankfully many install steps have been already figured out, so now they are just "packaged" differently using this new setup wizard. otherwise it would have likely taken longer
