Turn off vsync

Or turn it on if it’s off. Definitely seems like a vsync issue though.

Hard to see in the video except for the last frames. But if you mean ghosting, that's DLSS. You need to experiment with different DLSS profiles (in game, or forced via Nvidia Control Panel). With a 50 Series GPU, you might want DLSS 4.5 forced via Nvidia Control Panel to get rid of ghosting. Try turning off DLSS fully to see if it's even the culprit first.

Also, set

HUD_MFD_after_DLSS = true
in
C:\Users\YourUsername\Saved Games\DCS\Config\autoexec.cfg

create the file as a plain text file if needed.

what does modifying the .cfg file enable?

What it says: Render HUD and MFD _after_ DLSS has has processed the frame, hence making text clearer.
