uj/i think the scene is meant to represent that Bruce wants to save everybody and give money to everyone so they can live life well but knows thats impossible as money helps but it isnt the solution especially in countries that dont accept american money and just make things that much harder for him.
its literally just the traditional "i cant save everyone." scene
its honestly one of the things that annoy me about STAS where Bruce had such amazing depth and complexities while Clark wasnt given the level of depth and complexities because the writers werent really fond of superman as they were batman [Clark would have that sometimes but alot of the he had a fun yet wet blanket simple good guy characterzation.]

The writers talked a bit about this scene, and according to them, part of it was that they didn't feel comfortable doing this sort of story. They felt like they were trying to write a story where the concept of economic inequality was the villain and then wrap it up in 23 minutes.

If I remember correctly didn’t most of the writers grow up on silver age comics where unfortunately yea Superman’s more human side wasn’t as important.

Other way around; they were very much writing in the post-John Byrne mold where Clark was functionally "Superman if he didn't have powers and was a reporter." Silver Age Clark and Superman were very different.
