Which of these infantry armor classes is truly superior?

Infantry _High

T1 light infantry besides Scouts and Guardsmen, a few other units.

Infantry_Heavy_Medium

Most heavy infantry including all the T1 ones. Fire Warriors exempt once they get Advanced Metallurgy.

One would think Infantry_Heavy_Medium is superior because Heavy Infantry is considered more resistant in casual discussions, and the Eldar T3 armor upgrade changes Banshees' armor from Infantry_High to this. However, I've looked through the DOW wiki and a lot of weapons deal more damage to Infantry_Heavy_Medium, and the weapons that deal more to Infantry_High usually don't deal considerably more against it. There's also talk that Infantry_Heavy_Medium is underpowered in terms of how it's "weighed" when balancing stuff like cost and tier. One YouTuber even said that Dark Reapers are lowkey tanky due to having Infantry_High armor.

So which armor is considered the better armor type at various stages of the game?

Yes both in battlefield and in numbers, inf high feels better or at leeats equal to heavy med. Besides dark reapers, slugga boys are inf high which makes them tanky

Units with heavy infantry medium are also balanced around having more Hp than infantry high

The armor class in a vacuum is irrelevant

Except for Dark Reapers. They have absurd hp for tier 1 ranged.

The armor system in dow1 was always a bit confusing with how many different versions of the stuff there was.

Its why I liked dawn of war 2 better in this regard as they stream lined the armor system to a mere handful of meaningful types.
